LEGISLATIVE PRACTICE SERVICES -
- Provide legislative legal services, assistance and support.
- Draft bills, resolutions, amendments, ballot language, ordinances, regulations, and informational materials.
- Review and analyze legislation.
- Develop testimony, comments, amendments, and related materials in connection with proposed legislative and executive branch activity.
- Advise clients regarding legal requirements of legislative instruments, and legal requirements of session and interim legislative procedures.

Provide legal analysis to assist in strategic planning, development, and implementation of policy goals.
- Research public policy options and assist in the development of proposed legislation, regulation, and issue-related communications.

Advise clients of prospective interim and session legislative and regulatory activities, issues and hearings.
- Analyze and participate in rulemakings at state regulatory agencies, legislative oversight of agency action, and interim legislative proceedings.
- Research, review, and analyze legislative history and related materials.
- Advise clients regarding legal issues of "legislative intent", legislative history materials and uses, and the construction and interpretation of legislation and regulation.
LITIGATION SERVICES -Client representation. Pre-trial, trial and appellate association and assistance, including drafting of briefs and memoranda.
- Challenges to legislation or regulation upon constitutional procedural grounds. (failure to follow required procedures for valid enactment, improper legislative instruments, violations of separation of powers, improper delegation of authority, prohibited local and special acts, dual object and ex post facto violations, attempts to create statutory exceptions to constitutional requirements and prohibitions, political questions, improper exercise of veto authority, improper oversight actions, and other constitutional matters.)
- Legislative retroactivity law.
- Legal issues surrounding the legislative, oversight, and administrative roles of legislative bodies and members.
- Statutory construction and interpretation, including legal issues surrounding legislative history and questions of legislative intent.

Legal issues surrounding the effective date, severability, and repeal of legislation and regulation.
- Research, review, and analysis of legislative history and related materials in light of statutory and jurisprudential guidelines for proof, construction, and interpretation of law.
EDUCATIONAL MATERIALS AND PRESENTATIONS -Develop and provide oral and written presentations at seminars and for clients regarding legislative law and procedure, elements of legislation, legislative drafting, statutory interpretation, uses of legislative history in litigation, and recent developments in these areas.
